이번에도 여담없이 바로 시작해 보도록 하겠습니다. (시간낭비입니다.)

 

DPI에서는 제휴하는 NGO 에게 많은 서비스를 제공합니다.

이러한 서비스에는 "유엔의 각종 도서관 시설" 이 포함되는데 그중 대표적인 것이 다그 함마르셸드 도서관 입니다.

하지만 조사결과 이뿐만이 아니었습니다. 우리는 도서관 대변인을 통해 중앙 도서관과는 별도의 라이브러리가 있는 NGO 자원센터에 대해서도 알게 되었습니다. 즉 NGO 에게 제공되는 라이브러리는 단순히 한 종류가 아닌 것입니다.

 

실제로 지난 글에서 인용한 협회의 편지에서는 "유엔의 광범위한 라이브러리" 가 언급되고 있습니다.

따라서 이번글에서는 DPI 가 제공한다는 다양한 라이브러리가 구체적으로 무엇이 있는지를 살펴보고자 합니다.

 

먼저 입수된 90년대 DPI NGO 브로셔에서는 아래와 같은 내용이 있습니다.

HOW DOES DPI ASSIST NGOs? (DPI 가 NGO 를 돕는 방법을 다룸)

The DPI/NGO Section at United Nations Headquarters provides a number of support programmes to its associated organizations. For example, the Section:

 

• Organizes and coordinates, in collaboration with the DPI/NGO Executive Committee, the Annual DPI Conference for Non-Governmental Organizations (link). This international forum assembles senior UN system officials, prominent international NGOs, academicians, public opinion makers and international media to discuss issues of global concern;

 

• Organizes weekly NGO briefings by senior United Nations system officials and Member State delegates;

 

• Provides ground passes which grant a main and an alternate NGO representative access to all "open" meetings of United Nations bodies; to DPI photo, film and audio libraries; to the Dag Hammarskjold library; and, as observers, to the meetings of some 15 NGO committees organized by the Conference of NGOs in Consultative Status with ECOSOC (CONGO);

 

• Coordinates joint DPI/NGO information programmes;

 

• Conducts a yearly orientation course for newly accredited NGO representatives;

 

• Publishes the DPI/NGO Annual Directory, which lists all associated NGOs alphabetically, by region and by subject of specialization;

 

• Maintains the NGO Resource Centre (link), which offers:

- access to UN documents and press releases;

- regular mailings of UN information materials to the main offices of all associated NGOs;

- a continuously updated selection of United Nations system publications; and

- a library of selected UN films and videos.

 

여기서 유의해야할 부분을 발견하셨습니까?

위의 90년대 DPI NGO 브로셔에서는 UN구역출입증(ground passes) 으로 제공되는 라이브러리 목록이 나와 있으며 그것을 나열해보면 아래와 같습니다.

 

1. DPI 사진 라이브러리, 

2. DPI 영상,오디오 라이브러리, 

3. 다그함마르셸드 라이브러리, 

4. NGO 자원센터 라이브러리

 

위에처럼 다양한 라이브러리가 언급되고 있으며, 이러한 라이브러리는 제휴된 NGO 에게 DPI 가 제공하는 특권으로 언급됩니다.

이것들이 다그함마르셸드도서관과 별도로 분리해서 언급하고 있는것에 유의해야 합니다.

단순히 다그함마르셸드 라이브러리나 NGO 자원센터 만이 언급되어 있는것이 아니라는 것입니다.

 

이는 협회의 답변과 일맥상통하는 부분인데, 실제로 다시한번 살펴보도록 하겠습니다.

 

 

 

<런던 지부의 가디언 반박문 中>

In 1991 one of our legal corporations registered with the United Nations as a NGO (non-governmental organization) for the sole purpose of getting access to the extensive library of the United Nations. This enabled a writer who received an identification card, to enter their library for research purposes and to obtain information that has been used in writing articles in our journals about the United Nations. There was nothing secret about it.At the time of the initial application no signature was required on the form. 

 

여기서 유의해볼 부분은 협회의 제휴 목적이 단순히 '유엔 중앙도서관' 을 이용하기 위함이라고 언급하고 있지 않습니다.

또한 '유엔 자원센터' 를 이용하기 위함 이라고도 언급되어 있지도 않지요.

오히려 협회는 유엔의 '광범위한 라이브러리'(extensive library) 를 이용하기 위해서라고 언급하고 있습니다.

 

이것은 DPI 에서 제공한다는 '광범위한 라이브러리'들(DPI photo, film and audio libraries,Dag Hammarskjold library,NGO Resource Centre) 과 다시한번 일맥상통하는 부분입니다.

그리고 이런것들을 이용 가능하게 해주는 UN구역출입증(ground passes) 을 DPI 제휴를 통해서 얻게 됩니다.

우리는 도서관 대변인의 말, 즉 "NGO 자원센터가 중앙도서관건물에 함께 있었지만, 중앙 도서관 자체는 아니다" 라는 부분을 통해, 중앙도서관 건물 혹은 기타 시설들에는 DPI NGO 를 위한 특별한 공간이 있었음은 부인할 수 없는 사실인듯 합니다.

이처럼 제휴하는 NGO 들은 유엔의 "광범위한 라이브러리" 를 제공받는 특권이 존재합니다.

이것은 이미 전 글에서 살펴보았던 최신 팜플렛에서도 언급하고 있는 부분입니다.

..(중략)..DPI provides NGOs with a wide range of information products and services..

..DPI는 NGO 들에게 광범위한 정보 산출물과 서비스를 제공함..

 

여기서도 광범위한 라이브러리를 제공한다는 문구를 확인 할 수 있습니다.

단순히 다그함마르셸드 도서관의 자료들이나, 자원센터만의 자료들을 언급하고 있는것이 아니지요.

따라서 협회는 이러한 광범위한 자료들을 이용하기 위해 DPI 와 제휴를 요청했다는 것이 전혀 거짓말이 아니라는 것이 증명됩니다.

위의 류비회원의 주장에서 단순히 다그 함마르셸드 라이브러리에 국한되는 것은 아니며, DPI 에서 제공하는 다양한 라이브러리에 대한 특권으로 언급해야 함이 옳습니다.

 

그러므로 우리는 협회의 유일한 이용목적, 즉 유엔의 다양한 라이브러리를 이용하기 위함이었다는 주장이 사실이라는 점을 알게되었으며 반증인들의 <도서관 괴담> 은 명백히 사실에 입각해 있지 않은 '엉터리' 라는점이 분명해 집니다.

 

이제 이어지는 글에서는,  협회의 서신내용과 90년대 브로셔의 내용을 더 검토해 보면서, 과연 DPI 와의 제휴가 그리스도인 양심에 어긋나는 것인지를 다시한번 살펴볼 것입니다.
